Changelog: AnarchyTweaks 0.2.4 - 30th March, 2025

I have made some small quality-of-life improvements to AnarchyTweaks (the main server plugin). These changes include:

- added clickable chat names to speed up messaging players privately

- fixed https:// and http:// links so they are now clickable

- fixed a weird edge-case bug where if it's the first minute of an hour on a time counter, the counter reports the total amount of seconds it's recorded instead of counting the seconds of the first minute

I've also started work on the 1.21.4 update - if the poll shows that I shouldn't update yet, I will wait for 2b2t. If the poll shows that I should, I will as soon as I can.
