Changelog: Test Server Launch 1 - 8th October, 2024

The first test server launched which is quite the milestone!

- re-enabled NCP (no idea why I disabled it)

- did a basic NCP config, definitely room for improvement

- set a fixed server view distance of 8 chunks, subject to change depending on lag
