The party update!

- added a party chat plugin (help commands are /p help 1 and /p help 2)

- /pc can be used to either toggle from regular chat to party chat and vice versa, or to preface a message to the party chat

- reduced mob targeting ranges

- changed the biome around Nether Hub to Nether Wastes (based on community vote)

- slightly modified the tablist

- removed an erroneously enabled TNT cap
